BT-46 – Systems Engineer
Skill Level: Subject Matter Expert

• The Candidate Team shall deliver and integrate new technical solutions and guidance to advance online operational objectives. 
• The Candidate Team shall be capable of designing, building, configuring, and maintaining infrastructure and infrastructure components to evolve online operations.
• The Candidate Team shall understand the tradecraft necessary for conducting secure online operations.
• The Candidate Team shall keep current with internet technologies and services and understand their applicability and security implications.
• The Candidate Team shall evaluate new technologies, components, and services for applicability to the organization's activities.
• The Candidate Team shall integrate new technologies and services into an existing baseline with minimal disruption to operations.
• The Candidate Team shall research, develop, maintain, and document new methods, technology, and services for integration into online operations.
• The Candidate Team shall conduct and provide quick-turn security and product assessments for new technologies that will be utilized on the network.
• The Candidate Team shall be required to communicate and collaborate across organizational boundaries.
• The Candidate Team shall fully describe and document mission solution architecture and interfaces.
• The Candidate Team shall comply with the Risk Management (i.e., cyber security) Framework to ensure that the program addresses and mitigates vulnerabilities and risks identified throughout the lifecycle of the project.
• The Candidate Team shall coordinate stakeholder engagements, such as user requirements sessions, technical exchange meetings, user feedback sessions, and operational planning.
• The Candidate Team shall track work requirements and action items to meet program deadlines.
• The Candidate Team shall use a client-approved tracking system for issues and problems.
• The Candidate Team shall implement changes to current technical and networking solutions based on changing partner requirements, legislation, and policy.
• The Candidate Team shall conduct functionality testing for both new and existing operational systems and applications to ensure smooth integration of new technologies with existing systems.

1. Demonstrated experience evaluating new technologies and services for compatibility with existing systems.
2. Demonstrated experience researching and developing new technologies, services, or methods for integration into existing systems and baselines.
3. Demonstrated experience integrating new technologies and services into existing systems and workflows.
4. Demonstrated experience creating evaluation, integration, and test plans for new technologies, services, and components.
5. Demonstrated experience with networks and network components, to include ability to understand network architecture diagrams and related information.
6. Demonstrated experience with Virtual Private Servers, Virtual Private Networks, and Virtual Private Clouds.
7. Demonstrated experience with virtual environments and emulated mobile devices.
8. Demonstrated experience with Android O/S to include an understanding of how the operating system works and its security settings.
9. Demonstrated experience with domestic and foreign social media and security implications associated with utilizing social media sites.
10. Demonstrated experience with commercial messaging applications and their security configurations.
11. Demonstrated experience performing technical analysis on networks and applications to evaluate security and applicability to online operations.
12. Demonstrated experience with browser security settings and add-ins.
13. Demonstrated experience with technical troubleshooting related to networks, hardware, internet services, and mobile applications.
14. Demonstrated experience consulting with customers to determine present and future user requirements.
15. Demonstrated experience communicating complex technical topics to non-technical individuals.
16. Demonstrated experience defining, analyzing, tracking, and reviewing requirements.

1. Demonstrated experience with working within commercial cloud providers (AWS, GCP, Azure, or similar).
2. Demonstrated experience utilizing network monitoring tools.
3. Demonstrated experience with understanding of network fundamentals, TCP/IP routing, switching, firewalls and VPNs, Ethernet, DS1, T1, routing concepts and routing protocols, HSRP, VRRP, DHCP, switching, 802.1Q, STP, VLANs, EtherChannel, IP Addressing, Subnetting and VPN.
4. Demonstrated experience with cloud networking concepts.
5. Demonstrated experience utilizing Tor as a means of obfuscating online activities.
6. Demonstrated experience with internet encryption protocols.
7. Degree or educational background in computer science, information science, systems engineering, or a related discipline.
